Hargeisa 14/11/2022 (MoFD) – The Somaliland House of Representatives asked questions about the 2023 budget to the Minister of Finance, Dr. Saad Ali Shire. The senior officials of the Ministry of Finance of the Republic of Somaliland led by the Minister of the Ministry Dr. Saad Ali Shire, together with the Deputy Minister of the Ministry of Finance Amb. Roda Jama Ilmi, Director General Mr. Mohamed Abdi Gurhan, Accountant General Mr. Ahmed DaoudGedi and other members of the Ministry’s Departmental Directors confronted the members of the House of Representatives this morning {14 Nov, 2022}. They had questions and suggestions on the government 2023 budget estimate and they shared with the senior management of the Ministry.
The 2023 Government Annual Budget submitted to the House of Representatives on October 31, 2022 is 3,581,440,706,340, (Three trillion, five hundred and eighty one billion, four hundred and forty million, seven hundred and six thousand and three hundred and forty shillings). This year’s total budget is 4% more than the previous year, while the central government’s budget is 5% more than the previous year.
The 2023 Government Annual Budget Estimates are as follows:-
• General government budget
• Central Government Budget
• Local government budgets
• Autonomous Agencies
• External Grants
The total 2023 government annual budget increased or exceeded that of 2022 by 4%, while the central government budget increased by 5% compared to its previous budgets.
The 2023 budget forecast will focus on the following areas:
1. Security services
2. The coming Elections
3. Agricultural production
4. Water and sanitations {WASH Progrmas}
5. Fisheries development
6. Environmental protection programs
7. Recognition-Seeking Activities
8. Vocational Schools
9. The National Service Program {Shaqo-Qaran}.
