Vision

To provide strong legal foundation for all the activities of the Ministry.

Mission

To lead, review and enforce all laws and regulations needed to effectively implement the policies, strategies and plans of the ministry of Finance Development that promote economic growth, sound financial systems and national development.

Objectives

The main objective is to strengthen the regulatory framework through amendments, reviews, and interpretation of the existing laws as well as formulation of new legislation to ensure effective regulatory framework and compliance for Ministerial level.

  • To provide relevant information and legal opinion to the Ministry. of finance
  • To draft new legislation regulations/ MOUs, partnerships agreement, Ministerial decrees, contracts etc and undertake revision tasks of existing laws
  • To engage in stakeholder consultation, dialogue and assessment to contribute towards legal formulation and application.
  • To provide support to other Departments on legal matters and ensure compliance with the law
  • To handle cases in courts in cooperation with Attorney General and establish an appropriate internal mechanism to settle tax issues.

Strategy

To achieve the above stated objectives, the Department will mobilize all its available resources to turn its annual work plan into action and measure the progress against it. The followings are the core strategies needed to implement the plan:

  • Effective Leadership:  All resources of the Department will be directed towards the objectives and actions identified in this Annual Work Plan. Staff of the Department will be informed of the priorities in the plan.  Each staff member will be assigned specific tasks and will be informed of what is expected of them to accomplish the annual plan.

 

  • Mid-Term Review: The Department will conduct operational review meetings to discuss achievements, progress, challenges and the way forward. This wills provide opportunities to make necessary adjustment to facilitate smooth implementation of Annual Work plan.
