The Somaliland Minister of Finance Dr. Saad Ali Shire together with the Director General of the Ministry Mr. Mohamed Hussein Osman {Mudainka} has concluded an important workshop which the Ministry evaluating the performance in the first six months of this year 2024.
The meeting which was held in the conference hall of the General Accounts Office, where the Directors of the Departments of the Ministry reporting on the activities of their Departments in January-June/2024 to the senior management of the Ministry. This six-monthly meeting was aimed at evaluating what each Department has done in terms of its plans; while standing together in general and in private and asking about what has been done in the plan set for each department, the tasks that have been delayed and the reasons for not being done, the challenges faced by each office and also the potential opportunities that should be taken advantage of, to realize the targets in the remaining six months of this year 2024.
The closing remarks of the Minister Dr. Saad Ali, who praised the departmental heads for their effective performance was as follows: “In order to reach the budget estimates we have to show more effort in the remaining six months of this year”.
Somaliland Minister of Finance Dr. Saad Ali Shire also indicated that emphasis should be placed on accelerating the preparation for the next year’s Government Budget {2025} if Allah allows, in accordance with the budget preparation schedule {Budget Calendar}. The Minister, on the other hand order all the staff of the Ministry not to get involved in political issues and political rivalries between the political parties of the country, because that will neglect the important tasks that we have for the nation.
Finally, the mandate of the Ministry of Finance of the Republic of Somaliland is derived from the constitution, which provides for the establishment and management of a budget suitable for the financial resources of the country, while being responsible for ensuring the smooth functioning of the financial system authorized by it, such as the monitoring and accounting of the expenditures of the Government Institutions, while on the other hand it is working on an annual plan and also the Five Year Strategic Plan {2024 to 2028} which is the map or the way for each Office follow through on the tasks it is authorized to do. Therefore, it is necessary to carry out regular performance evaluation, to ensure that the activities are on truck.
