Hargeisa 05/08/2023 (MoFD) – An important meeting was held last night at University of Hargeisa which was organized by the Ministry of Finance Development. In this annual meeting, members represent the Civil Society Organizations of Somaliland were invited, with the aim of the meeting being to enable the Civil Society to play a role in the preparation of the Government budget, as stipulated by the Somaliland Public Finances and Management law No. 75/2016, as well as the calendar for the preparation of the Government Budget.
On the side of the Ministry of Finance the meeting were attended by the Minister of Finance Dr. Saad Ali Shire, Director General Mr. Mohamed Abdi Gurhan, Directors of the Departments of Budget, Revenue, Public Relations, Macro, and other officials and employees of the Ministry.
After welcoming and opening speeches by the officials of the Ministry of Finance Development, the participants were given a brief explanation of the stages and steps involved in the preparation of the government’s budget by the Director of the Budget and Planning Deprt. Mr. Yassin Duale Barre, as he underlined the areas that will be prioritized in the 2023 budget.
During the meeting, which lasted for many hours, ideas and suggestions were exchanged and questions related to the previous budget and the budget for the coming year. While the senior managers of the ministry answered many questions asked by the members from the civil society organizations, promising that their suggestions will be taken into account and will be based as much as possible on the preparation of the government budget estimate for next year 2023. Before being forwarded to other stakeholders in the budget if Allah allows.
Finally, this meeting which is held every year at this time, shows the maturity and transparency of the Somaliland government system, especially the Ministry of Finance Development, which is in charge of the government in preparing the budget, generating revenue and also managing expenditure, and is a step forward taken forward in terms of good governance, transparency and accountability in public and social institutions.
