Hargeisa 13 August, 2022 [MoFD] A delegation from the Republic of Sierra-Leon Came to Somaliland on a Study-tour in SLFMIS Program.


Hargeisa 13 August, 2022 [MoFD]- A delegation from the Far-West African Republic of Sierra-Leon arrived in Somaliland on a study-tour on the eighth of this month, and when they landed at Hargeisa International Airport, they were warmly received by senior officers from the Ministry of Finance. The members of this delegation that came to the country which consists of 14 members is led by Mr. Samuel E.B. Momoh a Senior Deputy Finance Secretary of the Ministry of Finance of the Republic of Sierra-Leon.
The purpose of their study-tour is to learn about the use of the Somaliland’s automated Financial Management Information System {IFMIS}, which has been well implemented in Somaliland, and is now used by all government agencies for paying expenses, receiving revenue, procurements, paying tenders etc.
The delegation, who stayed in the country for a week, was welcomed by the Minister of Finance of Republic of Somaliland Dr. Saad Ali Shire in his office together with the Deputy Minister of the Ministry of Amb. Rooda Jama Ilmi and Director General Mr. Mohamed Abdi Gurhan, the minister gave an explanation to the delegation about this program and the stages it has gone through, how the Ministry works and the general economic issues of the country at this time, their plans in the future as a ministry and as a country in general, the challenges and the opportunities that the country has.
During their study tour, they had meetings with various Departments of the Ministry of Finance and other stakeholders for the implementation and use of the automated process of Financial Management Information System (FMIS). They had also gone on business trips related to the purpose of their trip to Berbera city, where they had a meeting with the Local Government officials of Berbera District, one of the areas where the new IFMIS process has been implemented. And among the places they visited the Port while they were in Berbera, where the Port Authority and the DP World Company gave information to the delegation.

The implementation of the FMIS project, which was spearheaded by the Ministry of Finance, is part of a number of measures to improve the work efficiency of the country’s financial administration, which the Ministry has introduced to t. during the PFM Reform Program, and its implementation has been effective since 2018, as it is now fully used by all of the MDA’s {Ministries, Departments and Agencies}, and has now been forwarded to the National Autonomous Agencies and Local Governments, through the preparation of budgets, payment of expenses, collection of revenues, procurements, tenders and contracts, inspections, audits and other related matters. It is an automated online process, and its use has simplified the work of financial management in general, whether it is receiving reports in an easy way, auditing etc.
And finally, the Ministry of Finance of Somaliland held a farewell event for the delegation, after their business trip concluded.
