BEST EMPLOYEES RECOGNITION AWARD OF 2020 OF THE MINISTRY OF FINANCE DEVELOPMENT


Hargeisa, 07 June 2021 (MoFD)- A highly organized ceremony was held last night in Hargeisa at Mango Garden Hall to give awards to the 100 top performers of the Ministry of Finance Development of 2020.
A total of 1,066 non-subordinate staff members underwent independent evaluation without the involvement of the senior management and departmental directors of the Ministry.
The top leaders of the Ministry including the Minister, Deputy Minister, Director General and other dignitaries attended the ceremony in which awards were presented to recognize the outstanding employees based on the independent evaluation process.
The event which was scheduled to take place earlier this year was delayed by the careful performance evaluation process of the staff as well as the as the economic impact of Covid-19 and the locusts.
We extend our congratulations to all the employees who have been recognized as the best performers of 2020.

We have an abundant Archeological Heritage but cannot exploit them, says Hon. Sa’ad.


Hargeisa 16 May, 2021 (MoFD) Minister Hon. Dr Saad Ali Shire commended Dr. Sada Mire and Horn Heritage for their work. He said that he was not a student of archeology but acknowledged that its importance was monumental

“When we are speaking of protecting Somaliland Heritage and Archeological history the first question that come to our mind is what’s archeology” posed the minister and added, “I can summarize them as ancient utensils, equipment, construction works and structures, writings, pictures, graveyards etc.”.

He said that why all those need protection and conserving? On the history side, denotes every item is part of our history and valuable. They tell us how former generations were lived, self-ruled, traded, and fought. Then that history belongs our country & we need to learn and protect.

The other thing is the preciousness that makes them valuable. There are many countries whose Income comes from cultural tourism. Egypt for instance has every year millions of tourists visit the Pyramids. Similarly countless tourists visit Italy for past Roman history, so as Greece, people visit to see their past history. There are many countries who earn income from their cultural heritage.

Dr Sa’d said Somaliland has an abundant archeology heritage but are not able to earn income. There is need to protect them and market. All tourists visiting our country like others can bring income home, from entry fees, hotels, rented cars, food, purchasing.

Religious Lecture Held for Kalbaydh Custom’s staff


Gabiley 26 April, 2021 (MoFD)-The Director General of the Ministry of Finance Mr. Gurhan along with the directors of the public relations and customs departments attended a religious lecture for the officials, management and staff of Kalabaydh Custom as part of attitudinal change program. The lecture focused on “trust and ethics in the workplace”. Sheikh Mustafe Boos advised participants to maintain integrity, enhance trust among them and act impartially at work. He also emphasized the important role of Islamic religion in promoting trust among people.

THE BERBERA CORRIDOR DEVELOPMENT COMMITTEE VISITED TO THE COMMERCIAL CITY OF TOG-WAJAALE

Wajaale, April 8, 2021 (W.H.M) - The led by the Minister of Finance of the Republic of Somaliland Dr. Saad Ali Shire made a working visit to the commercial town of Tog-wajale on 8th April, with the aim of securing an area for the Wajale Dry Port, a transit route to the Wajale border (By Pass), parking area and land for small businesses in both Somaliland and Ethiopia.
The Minister of Finance Dr. Sa'ad Ali Shire was accompanied by the Minister of Trade, Industry and Tourism Mohamud Hassan Sa'ad Saajin, Chairman of the Berbera Corridor Project Coordinating Office of the Ministry of Finance, Chair of National Quality Assurance, Mr. Muse Hassan Haji Yusuf, Head of Trade Mark East Africa, Director of the Monetary Policy Department of the Central Bank and a senior immigration official.
The Berbera Corridor Development Committee welcomed the Governor of Gabiley region, Wajale district commissioner, Kalabaydh customs director, Wajale customs director, regional commander, Wajale district immigration commander and other officials.
On the other hand, the Corridor Development Committee and the Gabiley regional administration agreed to set up a technical committee to work on the completion of the Berbera trade routes.

TRAINING ON FUNDAMENTAL COMPETENCIES AND SKILLS FOR 30 INTERNAL AUDITORS


Hargeisa 08 April, 2021 (MoFD)-The PFM reform Coordination Unit in the Ministry of Finance Development has organized three-day training on fundamental competencies and skills for 30 internal auditors from key public institutions including ministries and autonomous agencies.
The objective of the training was to familiarize internal auditors with the core principles and international standards for conducting professional internal audit practice.

Upgrading the technical competences and skills of the government internal auditors is a critical component of the Public Financial Management reform program (PFM) and seeks to achieve transparency and accountability in the management and use of the public finance.

In his closing remarks, the Deputy Minister of Finance Hon. Muse Ibrahim Yusuf has encouraged the participants to apply the newly gained skills in their day-to-day work, to ensure achieving reform objectives in the management of public finance.

Hargeisa 06 April, 2021 (WHM)-Director General of the Ministry of Finance Development Mr Mohamed Abdi Gurhan urged Tax protection officers to learn caring & respecting taxpayers, when speaking a training held to learn customer care relations lessons.
Deputy Director of Inland Revenue Mr. Khadar Mohamed Muhumed (Khadar Laas) and Commander of the Tax Protection force Gen. Osman Hashi Dahir, who spoke at the event, spoke in depth the importance of the training and they urged the participants to apply knowledge gained to their work.
The Director General of Finance, Mr. Gurhan, in his remarks urged Somaliland Tax Protection officers to treat the taxpayer well, as it is of great importance to the Ministry of Finance and the National Assembly – as the taxpayer’s respect and care is the first priority of the Finance Ministry and nation.
He also assured participants that the Ministry of Finance will work hard to improve the knowledge of the tax protection officers so that they are aware of the types of taxes and tax knowledge

Implement Financial Management Information System


Berbera 27-Marvh,2021(MoFD)-The Director General of the Ministry of Finance Mr. Mohamed Abdi Gurhan has urged the Sahil region’s Finance staff to implement the ministry's various financial management reforms, which is important for revenue collection and to spend in a transparent and accountable manner.
DG Gurhan who is in a working visit at Berbera, met with officials and staff from different departments of the Customs, Inland Revenue, Accountant officials and the tax collection force.
Berbera Customs Director Ahmed Habane who briefed the Director General said customs work is progressing well, and vowed to implement the ministry's plans to reform financial management.
Mr. Mohamed C. Gurhan, Director General explaining the purpose of his working visit to Berbera said is relating to deliver various messages to the staff of the Ministry of Finance in Sahil region. He thanked the officials and staff of Sahil region for their hard work and dedication, while working in a harsh weather, willingness to fulfill their responsibility to generate revenue for the country.
He also urged staff, business people and Finance Ministry’s partners to strive for safety measures and work hard towards implementation of the National Council for prevention and control recommendations and the Ministry's message on COVID 19 disease.
"The safety of our staff and taxpayers is our first priority before revenue collection", said DG Gurhan
DG Gurhan urged all Finance staff to implement the ministry's various financial management reforms, which are important for revenue collection and to spend in a transparent and accountable manner. Workshops to Accelerate the Work of the Ministry


Hargeisa 24 March,2021 (WHM)- The Deputy Minister of Finance Development of the Republic of Somaliland Mr. Muse Ibrahim Yusuf (Selef) had discussions with the heads of sections of the Department of Inland Revenue to accelerate the revenue generation efforts of the Department as the first quarter of the year (January-March) is almost coming to an end. As revenue collection and the development of national budget are the two core functions of the Ministry, encouraging revenue collection officials and expediting related activities are always priority.
In the meantime, the Director General of the Ministry Mr. Mohamed Abdi Gurhan convened tax collection guards. Improving the knowledge, operational capacity, and interpersonal skills of the revenue collections officials and guards will boost the tax collection efforts of the Ministry.
In this year, the Ministry will focus on caring taxpayers’ who are instrumental for the revenue generation aims. To achieve this, the Ministry will train revenue collection officials and guards to ensure that they are taxpayer friendly.

A Three-Day Validation Workshop on Two Important Laws


Hargeisa 23 March 2021(MoFD)- The PFM reform Coordination Unit has organized a three-day validation workshop on Law on the Prevention of the Misappropriation of Public Assets and combating corruption (law no: 38/2007) and the PFM Act (law no: 75/2016)
The objective of amending and reviewing these laws is to ensure compliance with the international best practices in public finance management and to seek a Legislative Guide for the Implementation of the United Nations Convention Against Corruption.
The workshop was officially opened by the Deputy Minister of Finance Development Hon. Muse Ibrahim and the Deputy Auditor General of the state Mr. Saad Riiraash and attended by senior staff from key public financial institutions as well as their technical advisors.
During the three-day validation, participants will go through reviewed and emended laws, preset their feedback and inputs, which will be incorporated into the final versions of these laws.

Business Income Tax Training for Members of the Country's Business Community


Hargeisa, 18 March 2021 (MoFD)-The Deputy-Minister of the Ministry of Finance Development HE. Muse Ibrahim Yusuf today reminded taxpayers that business income tax returns for 2020 income are due to be filed on 30 April 202.
The Deputy Minster today opened a training session for over 50 taxpayers at the Baraar Hotel, Hargeisa, where Inland Revenue department (IRD) experts explained how the new business income tax works and how to complete the Business Income Tax Return Form.
“Income Tax and other Taxes under the new Revenue Act are self-assessed, which means that taxpayers must complete and file their own return forms and pay the tax without prompting”, the Deputy Minster said.
Taxpayers registered on the IRD online portal, somaliland-ird.com/taxpayer, will be able to find a detailed guides to the new taxes, complete their business and rental income tax forms online, and use the e-cashier service to pay the tax.

Businesses need to file their income tax returns and pay the tax by the 30 April deadline to avoid penalties. The Revenue Act (No 72 of 2016) imposes late filing penalty of the greater of 2% of the tax payable or $100 per month. In addition, the Act imposes a late payment penalty of 2% per month on the unpaid amount from the due date until the tax is paid.

Somaliland Tax Tribunal Committee trained business people procedure of tax litigation.


Hargeisa 09 March 2021 (MoFD)- Director General of the Ministry of Finance Development Mohamed Abdi Gurhan today opened a training course organized by the Somaliland Taxation Tribunal Committee aimed for members of the business community in the country.
The training, were first phase attended by the Ministry of Finance Revenue Departments, will during two days teach business people procedure to file tax litigation , taxpayer rights and obligations provided with the two provisions of Internal Revenue Act No. 72/2016 and Customs Act No. 73/2016.
This independent commission was established on 13 February / 2020, under Article 209 of the Inland Revenue Act No. Lr. 72/2016. This panel will adjudicate administrative disputes that may arise between the tax collectors and the taxpayer.
Government departments such as the Ministry of Finance submit their case to the Attorney General's Office, while taxpayers handle their case and be adjudicated by this Commission which is the body where they will file their complaints, in lieu with the legal procedures in place.
TTC Chairman Mr. Yusuf Bihi Mohamed, Chairman of the Somaliland Chamber of Commerce Mr. Jamal Aideed Ibrahim and the Director General of the Ministry of Finance Mr. Mohamed Abdi Gurhan, spoking at the venue all underscored the purpose of the training, and adding that the committee was set up in the interest of the taxpayer and not in the interest of the Ministry of Finance or similar institution. Moreover, TTC administratively and budgetly is independent, by exercising the powers conferred on it by law.
Most importantly, the Commission, which has been in place for one year since its inception, is ready to respond to the legal services it is mandated to do. Indeed, it is a step towards transparency and accountability.

A TWO-DAY VALIDATION WORKSHOP ON REGULATIONS FOR PUBLIC PROCUREMENT AND STANDARD BIDDING DOCUMENTS.


Hargeisa 20-Feb-2021 (MoFD) The PFM reform Coordination Unit of the Ministry of Finance Development has organized a two-day validation workshop on Regulations for Public Procurement and Standard Bidding Document.
The workshop aims to improve public procurement understanding for procurement practitioners, enhance their skills in setting clear expectations, and objectively measuring individual performance using objectives and competencies as key measures, and to Introduce participants to the rules governing public procurement operations, choices of procurement methods, procurement process flow, contract management and complaints handling proceedings, as well as introducing contents and categories of Standard Bidding Document, to support government and public services operations, in accordance with principles and procedures established in the public procurement law and regulations.

Highlighting the achievements of the Ministry of Finance Development of the last quarter of 2020 (October-December)

A workshop was held today at the premises of the Ministry of Finance Development of the Republic of Somaliland to highlight what has been achieved over the past three months based on the annual work plan of 2020.
With the presence of the leadership of the Ministry, namely the Minister of Finance Development Dr. Saad Ali Shire, Deputy Minister Muse Ibrahim Yusuf and Director General Md. Mohamed Abdi Gurhan, the heads of each department presented their achievements against existing plans as well as unfinished works, challenges they faced and recommendations for the way forward.
In today’s workshop, presentations reflected successful results of the departments and consistent improvements regarding the way departments undertake their works.
The quarterly plans are usually being derived from the annual plans which are based on the Ministry’s five-year strategic plan. To track the progress continuously, they are reviewed on quarterly bases.
Moreover, the executives of the Ministry discussed in the meeting the impact of COVID 19 and locusts, two factors that adversely affected the economy and productivity of the country and in turn led to gaps in the projections of the 2020 annual national revenue.
After many hours of review, reflection and discussions, the Minister of Finance Development Dr. Saad Ali Shire closed the meeting. In his remarks, he commended the departmental leaders for their performance and commitment to their duties. At the same time, he encouraged them to prepare themselves and their teams for a hard work in the year of 2021.

The Berbera Corridor Project Coordinator of the Ministry of Finance has today organized the monthly meeting


Hargeisa 13-Jan-2021 (MoFD) The Berbera Corridor Project Coordinator of the Ministry of Finance has today organized the monthly meeting of the Joint Steering Corridor Committee of the Berbera Corridor Project.
The meeting, chaired by the Minister of Finance Dr. Saad Ali Shire, focused on the annual works plans of the Berbera Corridor Coordination Office of 2021. The draft Act and policies that would govern the Project in 2021 was also presented in the meeting. The Committee is expected to draft and approve the governing policy of the coordination office in early 2021.
Among the attendees of the meeting were the Minister of Trade, Tourism & Industry, Deputy Minister of Finance Development, Chairman of the Chamber of Commerce, Chairman of the Quality Control Commission, Berbera Corridor Project Coordinator, Head of Trademark East Africa in Somaliland, Senior officer from Berbera Port Authority, DP World, officials from the Central Bank, Ministry of Transport and Road Development and the Ministry of Commerce.

Ministry of Finance & Central Bank set a system to monitor all MDA’s accounts opened Private Banks.


Hargeisa 12-Jan-2021{MoFD}- The Ministry of Finance and the Central Bank have agreed on a system to monitor government accounts in private banks for project grants.

The Ministry of Finance Development and the Central Bank have conditioned prior authorization from accountant General all MDA’s opening accounts in private banks and have issued regulations in order to ensure accountability principles.

A meeting the Ministry of Finance Development & the Central Bank, and attended by the Deputy Minister of Finance Mr. Muse Ibrahim Yusuf (Selef), Governor of the Somaliland Central Bank Mr. Ali Ibrahim Baghdadi, Director General of the Ministry of Finance Mohamed Abdi Gurhan, Accountant General Ahmed Daud Gedi, Central Bank officials and Private Bank officials, were discussed how to unify the financial activities of all MDA’s and, at the same time, obtain their comprehensive budget, including projects grants funds, to ensure principles of Transparency and Accountability.

After conclusion, the meeting was reached following points; Every government agency that opens an account with a private bank must first have the approval of the Accountant General on behalf of the Government and Ministry of Finance of the Republic of Somaliland.

The second clause states that the Central Bank must add consent letter to the authorizing latter opening account in private banks, issued Office of the Auditor General.

The meeting also called all MDA’s monthly submit a full monthly report on their activities in private banks through the Central Bank of Somaliland.

The fourth point agreed was all MDA’s to submit a comprehensive report on their current account status opens at Private Banks.

I witness how women hold most important positions in the Ministry of Finance.


Hargeisa 06-Jan-2021(MoFD)-Minister of MoLSA Hinda Gani Hirsi praised how Ministry of Finance entrusted women with the guardianship of national assets collected from the taxes of our people..

Minister Hinda Gani who attended a workshop event to charter procedural working plans for the ministry hence acknowledging the excellent performances by the treasurers of the Inland Revenue Department, said that she witnessed how women held the most important positions in the Ministry of Finance.

The Minister of Finance, Dr. Saad Ali Shire, commended the work by treasurers adding, that if a taxpayer has a problem with the treasury office, he or she sees the government performance as bad, while, on the other hand, if one welcomes the services, one will take a positive view of the government as a whole.

Dr. Saad Ali Shire, speaking at the event noted that the treasury as being the image of the ministry at large, and so, is their performances.

Director of Inland Revenue stated that the purpose of their meeting was to prepare work plan of the Inland Revenue department 2021, and ways executing their responsibilities.

Director General of Finance Mr. Mohamed Abdi Gurhan said that whether the Inland Revenue treasurers have received the message of the Ministry and implemented will be reflected in your offices.

Director of Inland Revenue also echoed that the purpose of their meeting was to prepare work plan of the Inland Revenue department 2021, and ways executing their responsibilities.

The Minister of Employment and Family Affairs, Madam. Hinda Gani Hirsi, praised how Ministry of Finance entrusted women with the protection of national assets collected from the taxes of our people, without external support.

Minister Hinda added she was happy to witness how women held the most important positions in the Ministry of Finance.

Ministry of Finance celebrated its triumphs in applying the IFMIS


Hargeisa 30-Dec-2020 {WHM}-Ministry of Finance celebrated its triumphs in applying the IFMIS, the Minister of Finance Dr. Saad Ali Shire commended all the staff of IFMIS, and said that IT is the brainchild of the ministry, and that all needed to work hard to achieve the national development goals.

An event organized by the Ministry showcased its achievements in the Automated Financial Information Management (IFMIS) system for 2020.

Speaking at the event, IFMIS director Amin Abshir Ahmed explained the importance of the system and how it works.

“Today throughout the country from Zeila to Lasqoray all expenses and revenues go through IFMIS, we can thus monitor the revenue and expenditure transactions”, he said.

House of Representatives Approve 2021 Budget by Majority Vote


Hargiesa 26-December-2020 (MoFD)-House of Representatives approved the 2021 Annual Budget Estimates and attached the proposals of the House Finance Committee.

The 2021 overall annual budget forecast is 4.8% more than the budget for the year ending 2020, comprehensively.

Yesterday’s session of the House chaired by Speaker of the House of Representatives of Somaliland, Mr. Bashe Mohamed Farah which was attended by 42 members, was approved by 27 members, rejected by 5 members, while 9 members abstained.

Earlier, the Minister of Finance Dr. Saad Ali Shire presented to the House of Representatives 2021 Annual Budget of the Government dated 8th Dec, 2020, which the cabinet ministers endorsed unanimously on 5th Dec.

The national budget, which consists of factorials as per the central and local government, the parastatals, the Somaliland Development Fund (SDF), World Bank and the Joint Programme on Local Governance (JPLG), will mainly prioritize and zero in on the following sectors:-

Security

Justice

Health

Production

Rural (Development)

Energy

Good governance

Election

Education

Recognition

The budget is earmarked at 2.882 billion SL Shs. It grossly surpasses the past years budget by 4.8%.

“I want to leave visible legacy to the successor of the ministry"


Hargeisa 20-Dec-2020 { MoFD} The Minister of Finance Dr. Saad Ali Shire has said that he will leave a visible legacy to the successor to the ministry, at a meeting held in Hargeisa on Sunday to discuss the ministry’s 2021 plan.

The meeting, which discussed the 2021 action plan, also discussed the best way for each Department to implement its Action Plan.

The meeting was attended by the Minister of Finance, Dr. Saad Ali Shire, the Deputy Minister, Mr. Muse Ibrahim Yusuf (Salef), the Director General, Mr. Mohamed Abdi Gurhan, National Accountant General Ahmed Daud Gedi, all Directors and Deputy Directors of the 14 Departments of the Ministry of Finance of Somaliland contains.

The Minister of Finance, the Deputy Minister and the Director General made brief remarks at the meeting, all of which highlighted the importance of the meeting, urging the heads of departments to carry out their duties effectively, stating that each department will be held accountable for its plans. .

Speaking at the meeting, Minister of Finance Dr Sa’ad said, “I want to leave visible legacy to the successor of the ministry, and leave a structure that is appropriate for the work of the ministry, systems, skilled staff and suitable infrastructure that facilitates the work. That legacy will be valuable to me and the nation too. ”

Elaborating on the importance of the 2021 plan meeting, Dr Sa’ad said it is part of the governance process, which begins with a vision, purpose, plan, implementation and review, saying, “your ambition’s achievement depends on how you plan. ”

Hargeisa 14Dec-2020 (MoFD) Ministry of Finance opens new offices in the Ministries of Justice and Public Works and the Central Bank branches.

Minister of Finance of the Republic of Somaliland Dr. Saad Ali Shire accompanied by Deputy Minister Md. Muse Ibrahim Yusuf, Governor of the Bank Md. Ali Ibrahim Baghdadi, Accountant General of the Government Ahmed Daud Gedi, and the Director of the Central Bank, Mr. Ahmed Hassan Carwo, jointly opened two offices for the Office of Public Accounts secured within the 2nd and 3rd branches of the Central Bank.
These offices will check the revenue before it is depositing , the move will eliminate the burden and delays prior faced in depositing the government’s revenue as the Office of the Revenue Auditor and the Bank were are located at different locations.

The Minister of Finance of the Republic of Somaliland and the Directors General of the Ministries of Public Works and Justice also jointly opened new offices for the Ministry of Finance will have within the Ministries of Justice and Public Works.

Speaking on the importance of the offices, the Auditor General said that these offices are meant to facilitate the depositing of government revenue, as the offices of the Inland Revenue Department have increased.

The Governor of the Central Bank welcomed the Ministry of Finance and the Accountant General to have offices in the branches of the bank, as we share close working relationship.
The Minister of Finance, Dr. Saad Ali Shire, said in a statement that the offices we have opened here today have been made possible by our cooperation with the Central Bank, and I thank the Governor and the Director General.

The Minister of Finance also cut ribbon two new offices the Inland Revenue Department opened in the Ministries of Public Works and Justice.

The aim of the workshop was to explain the importance of the draft Act to the MPs who are currently reviewing it.

Traders in Berbera trained on new customs rules and procedures


08/12/2020. The customs department has delivered a training to raise the awareness of traders and clearing agents in Berbera of the Customs Act and regulations.

Traders were instructed on customs rules and procedures in a range of areas, including customs clearance for imports and exports, tariff classification and valuation, as well as new procedures for customs auctions and simplified transit permits. Partners and stakeholders of the Ministry, including DP World, the Somaliland Freight Forwarder Association (SOFFA) and the Somaliland Chamber of Commerce, took part in the training.

This is the second round of training organised for traders in Berbera. New, clearer customs rules and procedures are intended to improve the efficiency of trade to and from Somaliland. Improving trade facilitation is part of the Ministry’s efforts to modernise customs administration with the support of the UK-funded Prosperity from Revenue (PROFR) programme, implemented by Oxford Policy Management.

The House of Representatives of the Republic of Somaliland approved today a supplementary budget requested by the Ministry of Finance.


Hargeisa 06, 12, 2020 (MoFD) The House of Representatives of the Republic of Somaliland has today, in its 44th session, approved by a majority vote a supplementary budget of 55.585 Billion Somaliland Shillings (Fifty-five Billion and Five Hundred and Eighty-Five Million). The amount is from the ending surplus balance of the national revenue the Ministry generated in 2019.

The supplement, which is the first ever submitted to the House of Representatives, will be used to cover the economic, health problems and the decrease of productivity caused by the COVID-19 and locust.

According to Article 9, paragraph 1 and 2 of the National Financial Management Act No. 75/2016, for any extra revenue or expenditure that is not included in the previously approved budget, the Minister of Finance Development shall submit request for approval to the House of Representatives so that the amount could be utilized.

Considering the above legal provisions, the Minister has written a letter to the House of Representatives on August 17, 2020 requesting the expenditure of the supplementary budget and secured the approval of the House of Representatives.

The supplementary budget will fill the gaps in the national budget of 2020 created by the impact of COVID 19 pandemic.

Tax data entry staff trained on taxpayer registration and returns processing systems


04/12/2020. Staff from Inland Revenue district offices in Hargeisa were trained on how to use online tools to register taxpayers and process their tax filings.

The Inland Revenue department is using digital systems to make taxpayer administration and services more efficient and accountable. The systems enable tax officials to easily register taxpayers, update their details, and assist them in processing their tax returns.

The Ministry of Finance Development is working to modernise tax administration, with support from the UK-funded Prosperity from Revenue (PROFR) programme, implemented by Oxford Policy Management.

Somaliland Cabinet Approves 2021 Annual National Budget Which is 2.9% more than the 2020 Budget


Hargeisa, 05-Dec-2020 (MOFD) An extraordinary meeting was held today at the Presidential Palace by the Council of Ministers of the Republic of Somaliland, chaired by the President of the Republic of Somaliland, HE Muse Bihi Abdi together with the Vice President of Somaliland, HE Abdirahman Abdillahi Ismail (Saylici). After a long debate and discussion, the Council of Ministers approved the 2021 annual national budget which was presented at the previous weekly meeting of the Council of Ministers.

The annual budget comprises six parts:

•       The National Government

•       Local Governments

•       Independent Government Agencies

•       SDF

•       World Bank

•       And GPLG

The projected annual budget for 2021 is 2,882,000,000,000 (two trillion eight hundred and eighty-two billion). The projected revenue of the national Government is higher than the 2020 budget by 2.7% while the overall projected budget is 2.9% higher than the 2020 budget.

The 2021 national budget priorities are:

1.     Security

2.     Justice

3.     Health

4.     Education

5.     Production

6.     Environment

7.     Energy

8.     Good governance

9.     Elections

10.   Recognition (of the country)

Moreover, the 2021 annual budget, which is the 30th national budget of the Republic of Somaliland, is in line with national development plan II, the political program of Kulmiye party and the Public Financial Management Program (PFM).

The annual budget will be submitted to the Somaliland House of Representatives for approval to fulfill their constitutional mandate.

Accelerating transformation of financial closure system and public finance management reform program


Hargeisa, 23-Nov-2020 (MODF) The Deputy Minister of Finance Development Mr. Muse Ibrahim Yusuf (Selef) visited today the Office of the Accountant General to expedite the implementation of the remaining parts of 2020plans of the Accountant General regardingtransformation of the financial closure system and other aspects of the financial management.

The Accountant General Md. Ahmed DaudGedi briefed the Deputy Minister on the progress made so far and then the two of them jointly met with each of the heads of the departments of the Accountant General’s Office to get detailed updates on progress and challenges of the program.

The Accountant Generals Office is one of the core offices of the country's public financial management program and, for the first time, the office will formally close the accounts based on the automated financial data management system, which will make easier the Auditor General's activities with regard to monitoring and investigations.

The Ministry of Finance of the Republic of Somaliland has in recent years been working to transform the financial management of the country.A special office has been established and rules and regulations have been enacted to implement financial managementreform related activities. The departments and sections of the Ministry of Finance Development havebeen reorganized, the finance and administrative offices of ministries, independent agencies and security forces have been upgraded and the capacity of the relevant staff have been enhancedin order to align with the Public Finance Reform Program. Today, all ministries, agencies and security forces use electronic systems in their financial management activities including budgeting, payment of expenses, financial closure as well as revenue deposits.

Despite having limited resources and getting little support from the international community, Somaliland is committed to abandon the traditional systems of financial closures and ensure the full implementation of public financial management reform that is inline with the best practices in the developed world.

The purpose of this reform process is to promote accountability, transparency, and overall financial management use of public finances in the country.

A Validation Workshop


 Hargiesa 17,11,2020 (MoDF)The PFM reform Coordination Department has organized a Validation Workshop on Somali versions of key Internal Audit Manuals, FMIS User Guides and Policies, and implementation Policy for International Public Sector Accounting Standards (IPSAS) cash basis, on November 17, 2020.
In his opening remarks, the Deputy Minister of Finance Development Hon. Muse Ibrahim Yusuf has emphasized the significance of having these manuals and User Guides translated into Somali – which he said does not only give civil servants the simplicity to comprehend and understand the instructions but also a sense of ownership.
Similarly, the Director General of the Ministry of Finance Development Mr. Mohamed Abdi Gurhan has encouraged participants to verify the translation of key terms into Somali in manuals, user guides and policies and to maintain a consistence in the translation of key terminologies.
The PFM is designed to improve the government’s capacity and systems to utilize public funds, towards meeting the National Development Plan (NDPII) goals and those of Vision 2030.

A second-round training on taxpayer online service portal


The Ministry of Finance Development organized asecond-round training on the recently launched taxpayer online service portal for 60 taxpayers in an effort tofacilitate a self-service tax payment at taxpayers’ own convenient time and place.

During the pilot phase, MOFD will start the taxpayer online service system with the collection of income tax as well as goods and services tax.

The online service portal will also help taxpayers get access to the information they need including, but not limited to, tax laws and regulations, template forms, guide to the taxpayer's rights and obligations and complaint submission procedures. In addition, the system automatically calculates the amount of tax due for each taxpayer.

The taxpayers who participated in the second round of the training were from the local non-governmental organizations and international organizations who already comply with the taxpayments.

As a part of public finance reform programme, the online service portal is expected to significantly enhance the revenue generation for the country.

Ribbon cutting ceremony for upgraded parts of Egal International Airport Custom


Hargeisa, 02-Nov-2020 (MoDF)- The Minister of Finance Development Dr Saad Ali Shire, Deputy Minister of Finance Development Muuse Ibrahim Yuusuf (Selef), Commander of Immigration Department Gen. Mohamed Osman Alin and the Director of Civil Aviation Authority Captain Ahmed Mohamed Rodolhave today jointly cut the ribbon to open recently established parts of Egal International Airport Custom which consist of 18 newly built offices for the Immigration Department and custom officers, new archives store, a cash office, refurbished inventory warehouses and firefighting facilities installed in the inventory warehouses, immigration offices and the quality control office.

The upgraded parts of Egal International Airport Custom also get more reliable and stronger electricity power generation system that is able torun refrigerators and cold chains accommodating drugs, beverages and liquid products.

Moreover, MOFD modernized the custom with ground support equipment and CCTV cameras installed in the warehouses. The Ministry also for the first time adapted an automated Single Administration Document “SAD” and warehouse database at Egal International Airport Custom.

There have recently been changes that the Ministry implemented to improve the services of customs in relation to imports, exports, inventory management, enhancement of human resource capacity as well as customer care services.

SLFMIS Training on: Payroll, Contract Management, and E-Voucher:


The DRM&PFM Reform Coordination Unit in collaboration with the SLFMIS team has organized 9 (nine) days of training on payroll module, contract management module and e-voucher for the central government ministries, departments and agencies (MDAs). The training was intended to equip the Admin and Finance, Accountants and Human Resource Officers on the different skills, knowledge, and information on the application of the intended modules. Somaliland Financial Management Information System (SLFMIS) is an automated financial management information system with different modules. SLFMIS is part of the broader PFM Reform in Somaliland.

The Payroll Module controls the payroll payment and will be linked to both the Human Resource Management Information System (HRMIS) and Somaliland Central Bank to ensure that payroll payment is efficient and effective and to avoid wrong and delayed payment. The Bank will release payments using the E-shilling platform which is integrated into ZAAD and E-dahab, this new payment system was piloted to the Ministry of Finance and successfully implemented for the last two months. The Contract Management Module controls the Contracts signed by the Government institutions and ensures that payments are directly linked to the achievement of agreed milestones or deliverables. This Module also avoids double-payment and payment without performance.

The PFM strives to achieve the highest possible efficiency, transparency, and accountability in the allocation, management and use of public finances to meet the national Development Plan priorities and stimulate economic growth.

Validation of Public Asset Management Policy


The PFM Coordination Department has organized a one-day validation workshop for Fixed Asset Management Policy on December 29, 2019, at Grand Haadi Hotel Hargeisa.

The one-day workshop event was officially opened by the Minister of Finance Development Hon Dr. Saad Ali Shire who stressed the need to have Asset Management Policy to safeguard public assets, ensure transparency and achieve accountability.

The event was attended by key stakeholders of public asset management including the Ministry of Transport and Roads Development and relevant departments of the Ministry of Finance Development.

The objective of this policy is to facilitate the effective and efficient management, registration, control and safeguard of public fixed assets. The policy stresses full life-cycle management from procurement through maintenance to disposal.

The PFM is designed to improve the government’s capacity and systems to utilize public funds, towards meeting the National Development Plan (NDPII) goals and those of Vision 2030.

Hargiesa 16,12,2019(MFD) The PFM Coordination Department has organized a one-day Validation Workshop for the Four Year (2020 – 2023) Strategic Plan of the Office of the Auditor General.
The Strategic Plan is designed to increase the operational efficiency of the Office of the Auditor General and to provide a road-map for achieving institutional vision and objectives.

The event was attended by key stakeholders including Internal Audit Department of the Ministry of Finance Development, Accountant General, Public Accounts Committee (PAC) of the House of Representatives and Civil Society representatives.
In his opening remarks, the Auditor General Mr. Ahmed Yusuf Dirir has stressed the significance of the four-year Strategic Plan in achieving accountability in the management of public resources.

The Chairman of PAC Mr. Ibrahim Mahdi Buubaa highlighted the need for improved accountability in the management of public resources and urged The Office of the Auditor General to prosecute public officials found misappropriation of public funds.

Training for sixty cleaning staff


Somaliland's Ministry of Finance Development has opened a five days training for sixty cleaning staff. This type of training which is new to the country, it aims to harmonize new buildings and the ways of cleanings, how to keep documents and electronics.

Hargiesa 10,12,2019 (MFD) The PFM Coordination Department has organized a one-day workshop on the validation of the Financial Audit Manual, at Maansoor Hotel Hargeisa.
The event was attended by key institutions in oversight and evaluation, including Office of the Auditor General, Internal Audit Department of the Ministry of Finance Development, Public Accounts Committee of the House of Representatives and Accountant General’s Office. The workshop was officially opened by the Auditor General of the State Mr. Ahmed Yusuf Dirir.

The Manual describes the basic principles that the Office of Auditor General (OAG) has agreed to apply to all public audit engagements over utilization of public funds. The Manual describes the OAG Audit Approach in line with International Standards on Auditing (ISAs) and International Standards of Supreme Audit Institutions (ISSAI

Similarly, the Manual sets out the concepts and principles in the OAG Audit Approach. As well as setting out the requirements of the ISAs/ISSAIs, relevant ethical requirements and OAG policies, it provides guidance on the tools and techniques that may be used in implementing and applying the OAG Audit Approach.

The Director General of the Ministry to day closed for 16 participants (ToT) their completion ceremony


Hargiesa 21, 11,2019 (MFD) Somaliland Ministry of Finance Development considers the knowledge, skills,discipline and motivation of the staff is essential to the Ministry's work. The plans of this Ministry include the availability of staff who are skilled from all sides.
Based on this, the Ministry began selecting staff from the different Departments instead of depend on hiring a trainer from outside. Each of the members would be a dedicated trainer equipped with the required knowledge in his Department.
The Director General of the Ministry to day closed for 16 participants (ToT) their completion ceremony. The training was conducted by the Institute of public Employees, in collaboration with the Civil Service agency, the Ministry of Finance Development and the OPM.
The training session which lasted six days, finally was awarded to the participants the qualifications they earned.
Its worthy notting that the Ministry's assessment and the Inistute became the same, so it can be inferred that the right people were selected for this task.

 Nairobi 21 11,2019 (M.F.D)- A large scale Conference on Infrastructures and Investments in Somaliland opened to day at the Fairmount Norfolk Hotel in Nairobi and involved a large number of delegates from different countries.
The meeting was attended by Somaliland Finance Minister Dr. Saad Ali Shire, Minister of Foreign Affairs Pro.Yasin Haji Mohamud Faraton, Ambassador to Kenya Amb. Awil, and his Deputy Amb. Guelleh and other officials of the Somaliland government.

Hargeisa 19 11,2019(MFD) In line with Somaliland article 55, sub article 4, on behalf of the government, Somaliland ministry of finance development which have the mandate of preparing Somaliland government annual fiscal has submitted to Somaliland House of Representatives Somaliland government budget for fiscal year 2020 to be approved.  While submitting the budget, the minster, Dr. Sacad Ali Shire was accompanied by deputy minister, Abdiqadir Sheikh Mohamoud, Director General, Mohamned Abdi Gurxan and number of ministry officials.  Just before submitted to the new budget to House of Representatives, the same was unanimously approved by Somaliland council of ministries chaired by Somaliland president, his Excellency, Muse Bihi Abdi.

The new budget amount reflects the ministry of finance development firm commitment to budget transparency. These budget forecasts aim at implementing policy decisions made Somaliland government while considering macroeconomic objectives. The budget answers Somaliland government policy priorities and delivering more and better services to the Somaliland people. The overall figure shows significant increase government’s budget. The term ‘budget’ means the annual estimates of the revenues and expenditures of Somaliland government.

Training of Trainers

Hargiesa 16 11,2019 The Director General of the Ministry of Finance Hon. Mohamed Abdi Gurhan opened the training of the trainers of the Ministry of Finance. This training is aimed at equipping trainers with the required knowledge, and will last for five days in collaboration with the Ministry of Finance, the Institute of Public Employees and the OPM.

The members were selected from the Departments of the Ministry of Finance and will then pass on the training provided to staff from their respective departments.

It is noteworthy that this is the first time such a ministry has been carried out.

Second International Public Financial Management Launching


Hargeisa 28 10, 2019 (WHM) PFM Professionalization Program launched the second bunch of International Public Finance Management education. The second phase will be benefited by 70 new entrants who were selected among 189 applicants from across all civil servants of the MDAs through a competitive exam. The objective of this program is to build the PFM competencies within the mainstream civil servants. This will be achieved by enhancing the financial management capacity of government staff.

The core of government staff will be trained to qualify at the CIPFA Diploma level. CIPFA is the leading international public sector professional body, and qualifying at Diploma level will enable successful students to become CIPFA Affiliate members. This will provide a core of professional financial managers within the government.

The Somaliland PFM Professionalization and training Programme is a collaborative program between the Somaliland Government, the University of Hargeisa, CIPFA (Chartered Institute of Public Finance and Accountancy) WYG International, and Michael Parry Consulting LLP. The Programme is funded by a multi-donor trust fund administered by the World Bank.

8 May 2019: The minister of Finance Dr. Saad Ali Shire and the minister of Trade Mr. Mohamoud Sajin has opened a one stop shop office at the Ministry of Trade.

The intention of this office is to unite the business process of taking business licenses in one place, instead of going different offices which are far from each other.

Minister launches better service promise for tax payer


4 May 2019: Minister of Finance Dr. Ali Saad Shire, Minister of Trade and Tourism Mohammed Hasan Sacad Saji, and Chair of Chamber of Commerce Jamal Aideed Ibrahim launched new service charters at an event at the Maan-Soor Hotel. The charters set out rights and obligations of the business community and traders.

Dr. Saad Ali Shire explained the event was to show how the Ministry is changing its approach to one of working with business rather than against them to improve the revenue system.

The Minister said “we are here to change our old thinking to new, as the old approach seems to taxpayers to be not friendly”.

“The old approach separated us into two teams; government and population, tax takers and tax payers, but the new one will be that we help you”

Ministry staff explained that they have published the guidelines of the tax payers and traders and Ministry staff in their dealings with each other. They commented about the energy they had put into starting a new approach with new brochures (Taxpayers Charter and Customs Charter) they will explain the taxpayer duties under the law and set out their rights when dealing with Minsitry staff. The Ministry will keep taxpayer information secret, and traders won’t have their commerciel information revealed.

Chamber of commerce Chair Jamal Aideed Ibrahim said “The Chamber is ready to work hand by hand with the government”. He acknowledges that there are many duties on trade and they will found good feedback if they do their duties. The Minister for Trade and Tourism also made this point.

The vice minister has opened a Revenue Performance Analysis Training

25-04-2019: The ministry of finance has organized a Revenue Performance Analysis Training for the Staff of the Ministry of Finance Development. The vice minister Mr. Abdulkadir Muxumed has opened the training.

The training will enable participants to identify factors that drive revenue, measure the performance of these factors, and take action to maximise revenue collection.

The Ministry of Finance has designed to improve the government’s capacity and systems to utilize public funds, towards meeting the National Development Plan (NDPII) goals and those of Vision 2030.

3 Days training for the Directors has been opened by The Minister


The Ministry of Finance has organized a three-day training on Leadership, Change Management and Performance Management for the Departmental Directors of the Ministry of Finance Development on April 20-22, 2019
The Training was officially opened by the Minister of Finance Hon Dr. Saad Ali Shire. He emphasized the significance of this training in improving the leadership and Performance Management skills of the senior civil Servants of the Ministry of Finance Development.
Suleiman Yusuf Elmi, PFM Change Management Expert will facilitate the three-day training.

Ministry of Finance Development’s Departments Present their Monthly Progress for the Month of March 2019


Hargeisa, Somaliland; 10/04/2019 (W.H.M) – Yesterday, 9th April 2019 the different departments of the Ministry presented their monthly progress of  March 2019 against their plans based on the work plan for 2019. The departments presented their plans, what has been achieved, what has not been achieved, and the challenges faced.

The meeting held at the Minister’s office was led by the Minister, Dr. Saad Ali Shire and the Director General, Mohamed Abdi Gurhan.

During the four-hours long meeting, it was agreed to resolve all the challenges that stood on the way to achieve the departments' plans and to continue such meetings until everything is on track.

Setting up work plans and monitoring progress is something new to the Ministry. This monitoring meeting is the second of its kind in the ministry so far which aims at speeding up  the implementation of the Ministry's plans.

This encourages each department to have its own work plan that it can be track its implementation to monitor its performance.

Since Dr. Saad Ali Shire was appointed as the Minister of Finance Development, there has been a significant change in the way the Ministry works generally. Each officer of the Ministry is given a specific task which can be monitored to assess performance.

Meeting with the Economic Committee of the Somaliland Parliament - 8th April, 2019


The ministry of finance led by the Minister of Finance Dr. Saad Ali Shire has met with the economic committee of the Somaliland parliament.

The minister has updated the current situation of the ministry while the committee has been asked questions related to tax, budget and the current exchange rate.

 

 

Meeting with the Somaliland Central Bank - 7th April, 2019


Ministry of Finance and the Somaliland Central Bank has met at the central bank’s meeting hall. This meeting has been participated by the minister of Finance Dr. Saad Ali Shire, Central bank Manager Mr. Ali Ibrahim Jamac, Director General of the Central Bank Mr. Ahmed Hassan Arwo and 3 committees from the two sides.

The committees has been updated to the minister and the manager of the central bank about their progressive work.

Finally, it has been agreed to boost the activities and held meetings regularly.

 

The Minister of Finance has opened a training for tax collectors - 28/03/2019


The ministry of Finance has launched a training for all Marodijex regional staff of Inland Revenue. This training was about ethics on tax collection.

Minister of Finance Dr. Saad Ali Shire had an opening speech and he mentioned the importance of this training. He stated that the tax collectors are a government ambassadors which reflects the mirror of the government.

Minister of Finance started boosting tax collection campaign - 28/03/2019


First of all, the Ministry of Finance acknowledges all the Somaliland Taxpayers on how they participate on the development of the country and paying taxes.

Taxes has a huge important on development of the nation. The main of government’s source of income is tax. It enables to implement developmental projects and providing social services like security, education, health, paying salaries and economic development.

The Ministry of Finance is informing the people that the ministry has started boosting tax collection on Business Income Tax, Rental Income Tax, Payroll Tax and Goods and Service tax that has been mentioned in law No. 72/2036

Goods and Service Tax has not been imposed by Somaliland Society but it’s been imposed by each and every country’s citizen. For example, the neighbor countries: Ethiopia is 15%, Uganda is 12%, Kenya is 10% while Somaliland is 5% only.

Finally, the ministry of Finance informs citizens about the importance of the implementation of law and regulations of the country.

The Ministry of Finance Development has organized a five-day refresher training for the Internal Audit Department - 26/03/2019


This training equips participants with the skills and knowledge required to conduct quality internal system audits.

The Minister of Finance has supervised the office stations of Hargeisa Inland Revenue Department - 25/03/2019


A team led by the Ministe of Finance Dr. Saad Ali Shire had supervised the Hargeisa office stations on Inland Revenue Department.

The purpose of this supervision was to observe the exact work happening in the offices.

The vice minister and his team has has arrived to Berbera this morning and then they will go to Togdheer, Sanag and Sool Regions.

On the other hand, this trip for the vice minister was the third one to supervise revenue stations of the country. The previous trip has supervised to revenue stations of the western part of the country: Wajale Customs Station, Kalabaydh Customs Station, Gabilay Inland Revenue office, Abaarso Customs Station, Saylac and Asha-Addo Customs Stations. This trip’s mission is to enhance accountability of the revenue stations officers that will come over again and again.

Furthermore, the intention of this trip is to boost the revenue generation of the country to reach the estimated budget of 2019 so that to implement the development projects in this year’s budget by the government.

This team will assess the exact needs for the revenue station of Inland Revenue and customs that will obstacle the revenue collection activities. These needs can be shortage of offices, furniture and employees.
